Supervisory board

Supervisory board is the body that executes control over activity of Executive Committee, which is a collegial executive body of the company.

The composition of MCO “KMF” LLC Supervisory Board was approved by decision of the General Assembly dated 28 March 2010. The elected members are:   Mr.Frederick Smith, representative of ACDI/VOCA corporation (Washington, USA), Ms. Gulnara Shamshieva, representative of MFC Bai-Tushum & Partners (Bishkek, Kyrgyzstan) and Mr. Christopher Arthur Bloomfield, project manager in Central Asia who works with IFC (USA).

By decision of the General Assembly dated 30 November 2011, Geoffrey Morris Chalmers, ACDI/VOCA representative (Washington, USA) was appointed as the Supervisory Board member. Frederick Smith was relieved of his duties as Supervisory Board member ahead of term.

 

Gulnara Shamshieva,

Supervisory Board Chair

Gulnara Shamshieva graduated with honors from Kyrgyz State National University, law and economy department. Has САР, CARANA, IBTCI, MFC certificates. From 1997 to 2001 she worked as an accountant and a financial observer for ACDI/VOCA office in Kyrgyzstan. She has 14 years of experience in the field of microfinance. Since April 2001 she has been working as a General Manager of the MFC Bai-Tushum & Partners, Kyrgyzstan.

Gulnara Shamshieva has taken a CARANA specialized course and IBTCI specialized course on financial and administrative registration, participated in the training program of the Institute of Small–scale Enterprises Development in Manchester (USA), the special program for microfinance organizations. In 2008 she completed extension courses in the Banking school of the USA Bank Association. On November 30, 2011 was appointed as Chair of the Supervisory Board.

 

 

Christopher Arthur Bloomfield,

Supervisory Board Member

Chris Bloomfield Banking Consultant, IFC Project Manager for Central Asia. He has been with IFC for 15 years. He has over 25 years UK banking experience, including working at board level of UK financial institutions.

He is main board director of two British London based merchant banks: County Natwest and Henry Ansbacher & Co. with banking / corporate finance responsibilities and Chairman of a consortium leasing company. Represented financial investor groups on the boards of several client companies, particularly in work out/ restructuring operations. Chris Bloomfield has over 16 years of practical overseas project experience involving lending, assessment, implementation and all other aspects of support to overseas banks/banking sectors. This has included working on lending, bank restructuring and support for projects in the Ukraine, Belarus, Poland, Russia, Serbia, Azerbaijan and Estonia, and Tajikistan. Currently working as project manager for IFC he provides support to microfinance institutions in Central Asia which want to transform into banks.

 

 

Geoffrey Morris Chalmers,

Supervisory Board Member

Geoff Chalmers is an international development professional with 17 years of management and technical experience in microfinance, rural finance, enterprise development and private sector management. In 1994 graduated from Tufts University, Medford, Massachusetts, USA. In 2000, he continued his studies in Master's program at Johns Hopkins University, Washington, DC, USA.

Currently at ACDI/VOCA, Mr. Chalmers is a Senior Technical Director for Financial Services, Integrated Rural Development and Enterprise Development and Competitiveness. For these areas, he provides technical expertise to the ongoing development of synergies between value chain development and micro, small and medium enterprises and rural and agricultural finance. He previously served as economic growth officer at the USAID mission in Mexico City, where he designed and managed a five-year, 10 million USD project to improve the microfinance sector. He has held previous positions at USAID, IADB, World Bank, several NGOs and in the private sector. He currently serves on the board of Frontiers, a finance company providing wholesale loans to MFIs in Central Asia. Mr. Chalmers holds an M.A. in international relations with concentrations in international finance and Latin American studies, and speaks fluent English and Spanish.
